The Ministry of Education, through the Directorate of Alternative Basic Education (DEBA), provides educational services through two programs: the Literacy Program, which covers the initial and intermediate cycle (equivalent to the Primary Education level) and the Alternative Basic Education Program for Youth and Adults, which covers the initial, intermediate and advanced cycle.
The Literacy Program is developed within the framework of the normative document N° 057-2022-MINEDU, called "Guidelines for the development of the Alternative Basic Education Literacy Program", which serves people 15 years of age and older who are illiterate or have incomplete primary education.
Dispurse Foundation is a cooperation entity focused on developing solutions for the education of young people and adults, one of them being the FOCUS application, which allows the development of skills related to literacy and numeracy and competencies such as development in virtual environments and the management of autonomous learning in adults.
Dispurse Foundation has an educational proposal for the recognition of learning of students from 15 years of age and older who are illiterate, mainly in rural and extremely poor areas, which develops educational activities within the framework of the Basic Education Literacy Program.
In this regard, in November 2022, an inter-institutional cooperation agreement N°036-2022 was signed between the Ministry of Education and Dispurse, the purpose of which is that in coordination with the Regional Education Directorates (DRE) and the Local Education Management Units (UGEL), implement the Dispurse Educational Proposal for the recognition of learning of students from 15 years of age and older who are illiterate, primarily in rural and extremely poor areas that develop educational activities within the framework of the Alternative Basic Education Literacy Program.
The work plan for 2023 includes the objective of articulating learning strategies through the use of digital pedagogical tools that lead to the learning achievement of the students of the Literacy Program and contribute to closing the educational gap of young people and adults. It is planned to work with at least 150 participants in 10 literacy circles in the province of Cutervo in the Cajamarca region.

The alliance between Fe y Alegría and Dispurse Foundation also aims to contribute to closing the educational gap of Peruvians who did not access or did not complete basic education.
Since the beginning of its operations in Peru, Dispurse has focused on developing solutions for the education of young people and adults, in collaboration with local actors and organizations.
